Sr. Program Analyst (Agile Project Coordination)

St. Petersburg, FL

Planned Systems International, a seasoned Government Contractor, is seeking a unique, self-motivated, and influential individual to manage the coordination of several matrixed and cross-functional technical areas/teams that support multiple testing initiatives/projects for our existing, large, and complex Veteran’s Administration (VA) Testing Services Support contract.  Work may include both coordination for VA initiatives and potentially coordination with Military Health Services (MHS) for joint VA-DoD testing initiatives. 
 
Essential Functions and Job Responsibilities:
 
The selected candidate for this senior role will work with similarly tasked individuals--all with their own assigned initiatives/projects-- and report to the overall Project Manager of Testing Logistics Services who ensures all are provided with the tools, processes, communications, and support necessary to be successful. 
Responsibilities and specific functions will include taking ownership for the following, and potentially more, responsibilities and duties not to be limited to:
  • Building relationships within a team of co-workers and, equally or more importantly, with individuals in all the matrixed areas/teams supported (i.e., testing intake, scheduling; test environment & test data; independent testing services; quality management, and risk management, among others) to ensure cooperation and overall adherence to our scheduled commitments.
  • Maintaining an overall understanding of how all of these areas come together to accomplish the mission.
  • Performing proactive and frequent outreach to the various teams.
  • Scheduling and moderating project meetings, such as kickoff meetings, project planning meetings, status meetings, Agile/Scrum meetings, risk review boards, change control boards.
  • Participating in TLS team meetings, project planning meetings, and schedule update meetings, as needed.
  • Ensuring up-to-date scheduling is happening and tracked closely.This includes providing oversight consisting of requesting updates monitoring statuses, and otherwise harnessing the capabilities and cooperation of all counterparts on the matrixed components.
  • Providing oversight and assistance for and between these areas identifying and facilitating resolutions of any barriers to ultimately ensure timely completion of testing initiatives.
  • Practicing daily sound leadership, engagement, positive reinforcement, and other project management skills applicable to IT and consulting-type environments.
  • Providing consultation or input on the processes and expectations in order to transition products to IV&V.
  • Upwardly communicating in a concise and effective manner the project statuses and any challenges/resolutions to TLS management and/or the client as needed whether verbally or through written deliverable reports or presentations.
  • Contributing to or taking the lead in recommending, analyzing, and documenting project planning, process improvement, and best practices requiring idea generation and discussions, forward thinking, and thorough, clear, and concise technical writing.
  • Willingness to work on internal projects, such as documenting current processes, implementing new tools and new processes, and participating in related initiatives which may lead to the improvement of the project coordination practice.
  • Providing occasional support for staffing the team, performing risk management, assisting with or backing up fellow Project Coordinators, contributing to knowledge management, or assisting with proposals for new business etc.
  • As a senior member of the team, also mentor and provide initial training of new employees on specifics of our testing environment, who’s who on the project, relevant processes, new tools, etc.
Minimum Requirements: 
  • A Bachelor’s Degree or higher (preferably in Computer Science, Management, Health Information, or a related discipline).
  • Minimum of 5+ years’ experience, including substantial experience in one or more of the following relevant roles:  Business Analyst, Process Analyst, Project Analyst, Project Manager, Scrum Master, Project Coordinator, or similar title within an IT/Agile environment, preferably within the VA or DoD medical industry.
  • Information technology, software development, or software testing background.
  • Scheduling and moderating project meetings, such as kickoff meetings, project planning meetings, status meetings, Agile/Scrum meetings, update meetings, risk review boards, and/or change control boards.
  • Waterfall and/or Agile/Scrum methodologies
  • Practical experience and sufficient understanding of project scheduling, including:
    • Resource loaded project schedules (Microsoft Project, Primavera P6 (preferred), or a similar tool) and what goes into its execution.
    • Understanding of different types of task relationships.
    • Ability to identify the critical path in a schedule.
    • Understanding of what the triple constraint is and how it affects a project and its schedule.
  • Practical experience in project risk management with demonstrated ability to identify and mitigate risks and issues as well as articulate how these affect a project.
  • Microsoft SharePoint, Microsoft Visio, and Microsoft Office tools.
  • Proven leadership ability.
  • Demonstrated sense of urgency, strategic thinking, creativity, ability to solve problems, team work and getting work done through others.
  • Ability to:
    • Work with cross-functional project teams in a schedule-driven, service delivery environment.
    • Translate strategy into actionable plans.
    • Communicate effectively with cross-functional teams.
    • Thrive in a stressful environment sometimes with adversity and rally the troops.
  • Excellent written and verbal communication skills as well as good interpersonal and customer service skills.
  • Pleasant demeanor and ability to manage stressful situations and stay optimistic and supportive of management and the mission is of utmost importance.
  • Confident, ability, and desire to share and talk through issues, concerns, or recommendations in the interest of the program and participants is also key.
  • Must be able to travel when needed.
  • U.S. Citizenship is required as is successfully passing a thorough Government background screening process requiring the completion of detailed forms and fingerprinting.
Additional Desired Qualifications:
  • Knowledge and experience in VA processes, such as PMAS, ProPath, and VIP.
  • Knowledge and experience in Primavera P6 specifically.
  • Additional years of experience in software application development, testing and/or QA, and consulting areas, particularly in the VA or a healthcare environment, is a big plus.
  • Experience with the IBM Rational Jazz suite of tools or other similar tools.
  • PMI certification such as the Certified Associate in Project Management (CAPM) or Project Management Professional (PMP).
  • Agile Scrum certification such as the Certified Scrum Master (CSM).
  • Experience and/or certification in ITIL.
  • Healthcare Management experience with proven leadership ability.
  • Experience with using EHRM systems, preferably VA or DoD medical industry.
