Coding Compliance Editor (CCE)-Worldwide Implementation and Training
Project Overview
CCE is a server-based application that utilizes 3M’s coding and compliance COTS product to support Military Health System (MHS) coders. The benefits of CCE are to improve data quality and increase Third Party Collections through the use of improved coding standards via online editing capabilities. CCE also provides extensive reporting capabilities in support of site management to identify any areas of coding that need to be addressed from a systemic standpoint. The CCE system is used by site coders, coding auditors and administrative staff at Military Treatment Facilities (MTF) both CONUS and OCONUS. To accomplish these goals, the PSI Team provides extensive installation and training support to all sites that implement the CCE application.

PSI Services & Results
PSI provided the enterprise solution for the CCE component of the TRICARE Patient Accounting solution. Worldwide implementation and training has been completed by PSI at 125 MTFs for both outpatient and inpatient use. With CCE in place, the claims that are sent through the Third Part Outpatient Collection System (TPOCS) have resulted in increased revenue and fewer rejected claims due to inadequate or incorrect bills being sent to the payers.

Support activities provided by PSI include: planning and scheduling, implementation and training,, conducting site surveys, providing pre-implementation support to sites, and refining system requirements for the TPOCS software to implement the Post Service Editor. PSI also identified interface systems mapping interface data elements, developed business rules for loading interface data, supported user group/JAC feedback sessions, prepared the required documentation for obtaining an interim authorization to operate, implemented the configured system and developed interfaces at sites world-wide, developed training materials, and provided change management support.

PSI also provided business process re-engineering (BPR) support and systems administration support for all 125 CCE sites throughout the deployment cycle.
