David Truong
General Counsel
As General Counsel for PSI since 2011, David oversees all legal
and compliance aspects of the company and its subsidiaries. Between 2018 and 2023, David served as both Chief Operating Officer and General Counsel in leading PSI through multiple successful corporate acquisitions resulting in the company’s market expansion into cybersecurity, medical services, and nuclear engineering and remediation.
Prior to joining PSI, David was an Assistant General Counsel
for Verizon and Legal Counsel for Accenture. He began his legal career in the Federal government as an Attorney-Advisor for the U.S. Office of Personnel Management and then as an Assistant General Counsel for the National Science Foundation.
David holds a B.A. from George Mason University, a Juris Doctor from University of Dayton School of Law, and an LL.M. in Government Procurement Law from George Washington University Law School. He is admitted to practice law in the Commonwealth of Virginia.
